Hayao Miyazaki's Spirited Away operates like policy work at its best: complex systems that only make sense once you're inside them. Ten-year-old Chihiro stumbles into a bathhouse for spirits after her parents get turned into pigs for eating food meant for gods. The rules are Byzantine. The stakes are personal. She has to navigate a bureaucracy that could destroy her family.

The Studio Ghibli film won the Academy Award for Best Animated Feature in 2003, but its real achievement is making institutional power visible.
